small analog pbx/telephone switch

I want to create a 8-16 line pbx using analog voice paths that fits in an atx mid tower computer case or something similar. Similar in size and functionality to a merlin 410.I want to be able to dial on 2-5 digits with this system. I think less digits means it should be easier to create and less relays to use. There should also be at least 3-4 outside lines on the finished product.
